The scoring framework is published in full under > CC BY 4.0 so that anyone can re-run it and check any score. ## Methodology in one paragraph Providers are scored 0-100 across two axes: Delivery Proof (45 points — verified client evidence, market presence, certifications, delivery stability, transparency) and Capability Fit (55 points — service scope, languages and geography, quality management, security operations, flexibility, technology and AI operations, vertical depth). Each criterion decomposes into sub-criteria scored 0-5 against published behavioural anchors. Three rules govern everything: evidence caps (a claim backed only by the provider's own statements cannot score above 3), scale isolation (company size is scored once, at 3 points of 100), and verified-only language counts (a language counts when hiring data or client evidence corroborates it; marketed totals are claims). Scoring is single-rater against the published anchors. The control is reproducibility rather than a second opinion: anchors, evidence, evidence grades and the weighting arithmetic are all public, so any score on the site can be re-derived and challenged with evidence through the corrections process. Each total is computed at build time from the sub-criterion anchor scores below, using the weighting rule published in the appendix — not transcribed from a worksheet — so any reader can re-derive it. Facts remain correctable through the standing corrections process, and a corrected fact re-derives the score through the anchors. Ties: providers within 1.5 points are treated as tied for tiering purposes, even though the table shows an order.
